Abstract

This article examines the relationship between the individual and his/her community in the Israeli society. It also discusses the conflicts and dilemmas in the Israeli education system between 1960-1990, a time in which four labor party members acted as education ministers: Abba Ebin, Yigaal Alon, Ahron Yadleen and Yitshaq Navon. The four of them have a common ideological background as members of the labor party. The research surveys actions taken during the period of each minister and relates to the agreements and the conflicts that happened in the aftermath of these actions.

 The article focuses as well on important changes which took place in the ministry of education during their time in office, with particular attention to changes in the field of Special Education. Among other things, the article describes the system historically and tries to show how it attempted to cater to the needs of its individuals. Besides, it relates to the creation of the Jerusalem Administrative System, a different organizational structure, which comes between the central system (the Ministry of Education) and the local authority (Jerusalem Municipality) strengthening the latter on account of the former.

The article presents some suggestions and recommendations to deal with the problems and find the right solutions to central educational dilemmas in the Israeli Education System.
