Attitudes and Perceptions of Education System Administrators in Arab Local Councils in Israel

Abstract
Attitudes and perceptions of those responsible for the education system in
Arab local councils in Israel were examined, indicating serious problems
stemming from these attitudes.
Attitudes collected from mayors, education department heads, school
principals and parents from four different Arab communities demonstrated
difficulties in three areas: deficient resources in comparison to the Jewish
education system; detrimental political culture in Arab local governments;
and inferior status of Arab education department heads. These factors have
an impact on the character of education system. To adduce solutions to these
problems necessitates: a policy viewing education as a primary priority of
local government, greater efficiency of the education department, integration
of professional skilled staff and construction and performance of suitable
education programs. Aided by greater equality in budgeting for the Arab
education system, these actions can lever the Arab education system in Israel
into the forefront of educational achievement as occurred in other
developing states in the 21 st century.
